亞馬遜平臺美國玩具CPC被拒絕原因分析及總結

什么是CPC認證？

CPC認證的全稱(chēng)是Children’s Product Certificate。CPC證書(shū)類(lèi)似于中國的質(zhì)檢報告，在通過(guò)相關(guān)檢測、出具報告后同時(shí)發(fā)放的證書(shū)。證書(shū)列明進(jìn)/出口商信息，商品信息、以及已通過(guò)的相關(guān)檢測項目及其依據的法規標準。亞馬遜平臺在上線(xiàn)一些類(lèi)別的產(chǎn)品（如兒童玩具、嬰童用品，兒童服裝等）時(shí)會(huì )要求商家上傳CPC證書(shū)，沒(méi)有CPC證書(shū)的相關(guān)兒童產(chǎn)品無(wú)法銷(xiāo)售。

很多商家辦理了CPSC檢測，但是始終卡在CPC認證的道路上。CPC認證并不復雜 ，但是也要求對認證了解及平臺要求的充分認知。以下是CPC平臺審核 中常見(jiàn)的一些問(wèn)題，請大家參考。

解答 產(chǎn)品頁(yè)面編輯頁(yè)面CPSIA那欄沒(méi)有填寫(xiě)內容，需要在產(chǎn)品后臺中有下拉選擇適合自己產(chǎn)品的Warning警示語(yǔ)！不清楚選擇哪一項，可以聯(lián)系檢測機構。

二、In order to review your documents related to Product Assurance of Toys, please submit them on Vendor Central using the following steps:

1. In Vendor Central, click the Items menu, and then select Vendor Certificates

2. Click on Missing Compliance Documents;

3. Search for the affected ASIN and then;

4. Click Add to upload the documents

解答 不要在CASE中回復內容和提交文件，需要在菜單目錄欄找到查看銷(xiāo)售申請，再找到被拒絕的ASIN，重新提交證書(shū)進(jìn)行審核。

三、 We noticed that the recommended Age Grade of the ASIN is missing on the product(s) detail page.

Please update the product(s) detail page with the recommended Age Grading (the manufacturer_minimum_age attribute) identified on the ASINs third party test report in order to move forward with the approval process.

四、Please be informed that we can only accept product images. Therefore, kindly take clear photo of the product and product packaging clearly displaying:

* Warning label (as applicable)

解答 亞馬遜要求的第一項商品圖片中，產(chǎn)品的實(shí)拍圖需要清楚地體現出制造商名稱(chēng)、制造商地址和警告標語(yǔ)等（可提供通用模板）

五、Please be informed that we are unable to move forward with the approval process until the following required documentation is provided:

If you feel your product is exempt from the above sections/requirements, please provide a statement from your lab or regulation exempting your product for our review.

解答 電動(dòng)玩具的測試標準，除了ASTM F963-16/17和CPSIA，還需要做電池部分的ASTM Section 4.25關(guān)于電池驅動(dòng)和電池部分的測試，若測試報告缺乏這項測試，會(huì )導致無(wú)法過(guò)審。（產(chǎn)品是內置電池、外接干電池、USB供電、直插供電的都需要做這個(gè)測試項目）

解答 美國進(jìn)口商信息是目前CPC證書(shū)最容易出錯的原因之一，此條的解決方案，需要了解的可以咨詢(xún)。

七、 Product description or product identifier enabling us to make an accurate determination that the certificate is issued for the correct product

解答 提示CPC證書(shū)里面缺少ASIN或產(chǎn)品型號和product description（產(chǎn)品描述）。導致此問(wèn)題的原因是CPC模板有問(wèn)題，無(wú)法與CPC測試報告和Listing建立上聯(lián)系。用正確的CPC證書(shū)模板修改即可解決。

八、In order to move forward with the approval process, please submit the Children’s Product Certificate (CPC) that is issued by the manufacturer, importer, or private labeler based on the guidelines stated in the Consumer Product Safety Commission website.

The CPC that has been previously provided cannot be accepted as it is issued from the testing laboratory.

解答 上面我們說(shuō)過(guò)，CPC的本質(zhì)是一份自我聲明，是由進(jìn)口商或者制作商簽發(fā)的（實(shí)際操作中，多數情況都是由貿易商自主簽發(fā)），只有CPC的測試報告是由檢測機構蓋章簽發(fā)的。所以不能用檢測機構蓋章的CPC證書(shū)，用了大概率過(guò)不了審核，此條很容易解決。

解答 在CPC證書(shū)上加上測試結果維護聯(lián)系人信息就可以了，很簡(jiǎn)單。

十、The registration card submitted for your product did not include all of the following:

? Model name and number

解答 沒(méi)有提供注冊，或者是注冊的信息填寫(xiě)錯誤導致。注冊的本質(zhì)是在美國已經(jīng)支付過(guò)郵費的，需要足夠的經(jīng)驗去制作。涉及到需要提供注冊的商品一般是耐用的嬰兒消費品，并且危險程度相對較高。比如圍欄、門(mén)欄、背帶、學(xué)步車(chē)、搖籃、高腳椅等等。填寫(xiě)內容比較復雜，不易解釋。需要請咨詢(xún)。

十一、圖片必須包含所有以下相關(guān)信息 安全信息和注冊、合規標志（包括追蹤標簽）、商品危險警告

解答 此項涉及個(gè)人的經(jīng)驗，具體請咨詢(xún)。認證機構很多，但是懂亞馬遜規則又能做出符合對應要求的認證，這就需要經(jīng)驗豐富的人員進(jìn)行對接，最有價(jià)值的并非認證本身，而是足夠的經(jīng)驗支撐順利過(guò)審亞馬遜。

十二、The tracking label images submitted does not include all of the following:

解答 產(chǎn)品本體和包裝，都要體現追蹤標簽。另外，提供產(chǎn)品實(shí)拍圖的時(shí)候，需要注意角度和信息足夠證明產(chǎn)品符合安全法規和標簽法規的要求。

十三、Your product has been approved as a parent product.

Parent products are non-buyable entities that are used to relate child products. We do not require safety compliance documentation to be submitted for parent products as these products cannot be purchased.

解答 父體總是被檢測到提交合規性文件，但是開(kāi)CASE得到的答復又說(shuō)父體不用提交報告。這本身和亞馬遜的要求是相互矛盾的。大多數情況，只需要提供子體的合規文件即可，父體的審核會(huì )在子體都過(guò)審后自動(dòng)消失；少數情況是仍然要求父體的資料，可以理解為Amazon的系統bug，如果過(guò)了后臺要求的文件提交截止時(shí)間，父體會(huì )被移除，可以重新合并變體，并問(wèn)客服給一個(gè)新的父體。

解答 追蹤標簽的定義，在CPSC官網(wǎng)都有據可查。在亞馬遜后臺可以查詢(xún)到相關(guān)資料，不過(guò)后臺的資料其實(shí)并非完整，還有其他要求不滿(mǎn)足，仍然會(huì )被駁回 。

總結 CPC歸結起來(lái)的問(wèn)題，目前本人所遇見(jiàn)駁回審核的原因，不少于30種，經(jīng)驗和細節處理至關(guān)重要。其中的經(jīng)驗，學(xué)習一次，受用所有的玩具和母嬰產(chǎn)品。另外，在聯(lián)系檢測機構進(jìn)行CPC測試的時(shí)候，需找到經(jīng)驗豐富的業(yè)務(wù)員對接，一切按照亞馬遜平臺要求去做測試，否則認證機構做出來(lái)的CPC報告雖是真實(shí)有效的測試報告，但是亞馬遜就是不讓你過(guò)審，千萬(wàn)不要以運營(yíng)的思維去理解。CPC在所有認證中屬于比較特殊的認證，一般廠(chǎng)家提供的CPC證書(shū)沒(méi)有用，多數需要貿易商自行處理?！安灰阌X(jué)得OK，而是要讓亞馬遜覺(jué)得OK”。

亞馬遜要求CPC證書(shū)是屬于商品安全審核！所以建議如果想要長(cháng)期做玩具類(lèi)產(chǎn)品和母嬰產(chǎn)品的賣(mài)家，還是要將證書(shū)做好！另外，被拒絕和審核時(shí)間長(cháng)的朋友不必著(zhù)急，目前來(lái)說(shuō)只要提供CPC證書(shū)和報告后，在審核期到了還是沒(méi)有回復也不會(huì )下架你的產(chǎn)品，仍然可以正常出單。
