早在2013年3月19日，ECHA就發(fā)布社會(huì )經(jīng)濟分析委員會(huì )（SEAC）對空氣清新劑和除臭劑中1,4-二氯苯的限制意見(jiàn)草案，并征求公眾意見(jiàn)。ECHA風(fēng)險評估委員會(huì )（RAC）認為含有1,4-二氯苯的空氣清新劑和除臭劑不管是用在室內還是被專(zhuān)業(yè)人員使用，都存在風(fēng)險。SEAC認為該限制提案的施行將會(huì )減少使用者的開(kāi)銷(xiāo)，因為對于室內使用者，目前已有更便宜的替代物。
