2023年6月30日，歐盟委員會(huì )發(fā)布(EU)2023/1338號決議，根據歐洲議會(huì )和理事會(huì )第2001/95/EC號指令，規定了某些兒童產(chǎn)品和相關(guān)產(chǎn)品應滿(mǎn)足歐洲安全標準要求。
本決議自歐盟公報發(fā)布之日起第20天（2023年7月20日）生效；

(EU) 2023/1338決議管控產(chǎn)品范圍

（a）供兒童穿戴的兒童產(chǎn)品；

         children’s products intended to be worn by children;

（b）旨在促進(jìn)或保護就座功能、睡眠功能、沐浴功能、身體護理、放松、運輸和早教的兒童產(chǎn)品；

         children’s products intended to facilitate or protect the seating function, sleeping function,bathingfunction,bodycare, relaxation, transportation and early learning;

（c）旨在方便兒童進(jìn)食、飲用或吮吸的兒童產(chǎn)品；

         children’s product sintended to facilitate the feeding,drinking or sucking of children;

（d）具有上述一種或多種功能，并且還具有一種或幾種其他功能的兒童產(chǎn)品；

         children’s product sthat offer one or several functions listed in points (a), (b) and (c) and one or several other functions;

（e）兒童產(chǎn)品相關(guān)產(chǎn)品，包括以下產(chǎn)品：

         products related to children’s products, including the following products:

    （i）專(zhuān)門(mén)設計用于上述(a)至(d)點(diǎn)所述兒童產(chǎn)品的產(chǎn)品及配件，或與這些兒童產(chǎn)品結合使用的產(chǎn)品及配件。

            products and accessories specifically designed for use with children’s products referred to in points (a)to (d) or in combination with those products;

    （ii）由成人使用、安裝或組裝，且兒童可接觸或對兒童提供保護功能的產(chǎn)品。

             products to be used and mounted orinstalled by adults which are accessible to a child or offer a protective function to a child.

(EU) 2023/1338決議對于某些兒童產(chǎn)品及其相關(guān)產(chǎn)品基本要求包括

化學(xué)危害、熱危害、易燃危害、夾傷危害、來(lái)自活動(dòng)部件的危險（包括剪切，切割的危害）、折疊機構危害、可拆卸部件的危害、開(kāi)啟和關(guān)閉裝置的危害、與輪相關(guān)的危害、纏繞危害、吞咽窒息危險、吸入窒息危險、攝入危害、插入和吸入危害、尖點(diǎn)利邊和突出物危害、結構完整性的危險、防護功能相關(guān)危害、約束系統相關(guān)危害、穩定性危害、跌落危害、溺水危害、電氣危害、微生物危害、聲學(xué)危險、輻射危害、放射性危害、衛生危害、標簽危害。
